Study in Germany – Fully Funded DAAD Helmut-Schmidt Master’s Scholarship 2025

If you are a graduate from Nigeria or any other developing country with a passion for public policy and governance, the DAAD Helmut-Schmidt Program 2025 offers you a unique chance to pursue a fully funded master’s degree in Germany.

About the Helmut-Schmidt Programme

Also known as the Public Policy and Good Governance (PPGG) programme, this initiative is funded by the German Federal Foreign Office. It aims to prepare future leaders from developing countries by offering them top-tier education in Germany’s leading institutions.

What Does the Scholarship Cover?

  • Full tuition fees
  • Monthly stipend of €934
  • Health insurance
  • Travel allowance to and from Germany
  • Study and research subsidies
  • Rent subsidies and family support (if applicable)
  • 6-month German language course prior to academic studies

Eligible Master’s Courses & Universities

You can choose from a range of programmes at participating universities such as:

  • University of Duisburg-Essen
  • University of Erfurt
  • Willy Brandt School of Public Policy
  • University of Applied Sciences Osnabrück
  • University of Passau
  • University of Magdeburg

Fields include:

  • Public Policy
  • Governance
  • Development Studies
  • Public Administration
  • Social Protection

Who Is Eligible?

  • Graduates from developing or transition countries (e.g. Nigeria)
  • With a first university degree in Social Sciences, Political Science, Law, Economics, or related fields
  • With relevant work or volunteer experience
  • Demonstrate strong commitment to social and political development
  • Applicants must not have resided in Germany for more than 15 months at the time of application

Application Timeline

  • Application deadline: July 31, 2025
  • Program begins: October 2026 (includes 6-month German course from April 2026)

You must apply directly to the universities offering the selected course(s) and include all required documents, including:

  • CV
  • Motivation Letter
  • Academic Certificates
  • Proof of English or German proficiency
